SECURITY AND ANTI-TERRORISM POLICY

This Policy is to be issued to all employees who will be briefed on the contents.  It will also be displayed in O’Mahony offices.

This Policy is designed to demonstrate the company’s commitment to raising awareness of employees to the threat of anti-terrorism and to underline the importance of being vigilant and paying attention to security

This Policy will form part of any induction training for new employees.

Direct threats

Employee checks are made on all new recruits including the right to work in the UK, employment history and references taken.

Procedures are in place to minimise the possibility of theft from, and of, vehicles.

Indirect threats

The company undertakes a large proportion of work on the London Underground network which has been historically the target of terrorist activities. In response to this potential threat, management have introduced procedures and require drivers and managers to undertake training (Security and anti-terrorism e-learning module) and have developed procedures for all employees.

Data security is updated regularly with anti-virus and malware protection.

Management Responsibilities

The Counter-Terrorism Champion, Amanda Jamieson, is responsible for:

  • Ensuring that this policy and the associated procedure is reviewed and approved by the CEO

  • Ensuring that employees receive the appropriate training

  • Issuing this policy and the counter-terrorism procedure and any other changes thereto.

  • Ensuring that the emergency response and business continuity plans are followed.

  • Identifying potential threats and implementing control measures to reduce the risk as far as possible.

  • Maintaining data security

  • Co-ordinating the response to an incident.

  • Identifying security improvements that may be required and ensuring existing measures are adhered to.  

Driver Responsibilities

The main potential threat is the theft of vehicles which can be used as weapons.  The theft of vehicles and/or contents is also considered

Drivers are responsible for adhering to the contents of Procedure OMA-MANP-21 which details the requirements to ensure the minimisation of risk from theft or terrorist activities.

Employee Responsibilities.

  • To report any suspicious or criminal activity in accordance with the security and counter-terrorism procedure.

  • To be aware of their surroundings and recognise unusual behaviour

Vehicle security and safety

Drivers will ensure that their vehicles are secured from interference from others.  This will include:

  • Ensuring that rear doors and side doors are locked at all times even whilst driving.

  • Making sure that the engine is switched off and keys removed when the vehicle is unoccupied.

  • Ensuring that keys are stored in a safe place whilst the vehicle is not in use.

When loading or unloading consideration must be given to the interface with others.  The Method Statement for the job will normally define some requirements but the following should be considered when loading or unloading where others are present:

  • Endeavour to load/unload in an area where third party access is restricted

  • If necessary barrier of the area with hazard tape/cones or road barriers.

  • Be aware of other people and vehicles.

Training and Communication

As a minimum, all drivers and managers involved with administering the fleet shall undertake the FORS e-learning Security and Counter Terrorism module.

Drivers will be briefed on this Policy and the associated procedure which will also be entered as a section in the driver’s handbook.

Periodic toolbox talks/briefings will take place.

Reporting

In the event of an incident, serious threat or suspicious behaviour drivers will immediately contact the police and/or the anti-terrorist hotline.  Details are described in the procedure.

The Counter Terrorist Champion will co-ordinate further reporting with the authorities in a safe and secure manner.

Distribution.

This policy is to be issued to all OMC employees.  It is not for external issue.

Review

This Policy and the associated procedure will be reviewed at least annually, but will also be reviewed in the event of an incident occurring or changes in the threat level to the UK.  Any changes will be communicated by controlled document issue accompanied by a toolbox talk.
